What We Do
The Center for Contract Compliance (CCC) is a joint labor-management committee dedicated to promoting fair competition, responsible contracting, and compliance on public works projects throughout Southern California. We work collaboratively with public agencies, contractors, workers, and government enforcement partners to protect the integrity of the public contracting process.

CCC serves as an additional resource to public agencies before, during, and after a project. Our investigators monitor public works projects, conduct field investigations and worker interviews, review certified payroll and other records, research contractors and subcontractors, and identify potential concerns involving prevailing wage, apprenticeship, contractor licensing, workers’ compensation, worker classification, public works registration, and other requirements.

We encourage agencies to involve us early. Identifying potential problems before they become larger issues can help reduce administrative burdens, project disruptions, disputes, and unexpected costs while helping projects remain on time and within budget.

CCC can be a valuable resource when agencies are researching and evaluating contractors. Depending on the circumstances, we can assist with researching licensing and registration, publicly available information, prior compliance concerns, and information developed through projects we have monitored.

We do not determine bidder responsibility or make procurement decisions for an agency. Instead, we provide additional information and perspective that can help procurement and public works professionals ask better questions, identify potential concerns, and make more informed decisions.

A competitive bid is important, but the lowest initial price does not always represent the lowest overall risk. Contractor compliance issues can result in worker complaints, investigations, disputes, administrative burdens, project disruptions, and additional costs.

Our work extends beyond prevailing wage underpayments and may involve:

Prevailing wage and overtime violations
Worker misclassification
Apprenticeship requirements
Falsified or inaccurate certified payroll
Contractor licensing and public works registration
Workers’ compensation premium fraud
Improper subcontracting
Retaliation and worker complaints
Other fraudulent or unfair business practices

These issues frequently overlap. What appears to be a payroll discrepancy can reveal broader concerns involving licensing, workers’ compensation, apprenticeship, subcontracting, or potential fraud. Our field experience allows us to compare reported information with what is actually occurring on the project.

As a qualifying joint labor-management committee, however, we have a recognized role and specific statutory rights under California public works law that support our ability to monitor compliance, obtain certain records, investigate potential violations, and pursue available civil remedies when appropriate.

We also work with state and local enforcement agencies and can document and refer matters to the appropriate agency when necessary. Education and prevention are equally important to our mission. We provide information, training, and practical assistance to help public agencies understand public works requirements and recognize potential concerns early.
